Draft proposed program structures and statutory concepts, giving committees a concrete starting point rather than an open-ended problem

Organize facility tours and site visits so members and staff see the on-the-ground need directly

Advocate for enactment through authorizing vehicles such as water resources, surface transportation, and energy legislation

Track agency implementation of rulemaking, guidance and program design to ensure new programs operate consistent with congressional intent

Position clients to pursue grants, loans, and technical assistance under newly authorized and existing federal programs
