Our Story

Founded in 1986 on a Single Focus

Eric Sapirstein founded ENS Resources in 1986 after holding leadership positions at the U.S. Environmental Protection Agency. From the start, the firm focused on one thing: federal legislative and regulatory affairs for public agencies, municipalities, coalitions, and the natural resources space.

For nearly four decades that focus has held. What began as a West Coast-focused practice has grown into a national footprint, and the firm is now expanding from federal advocacy into strategic planning, while preserving the close, principal-led relationships that long-tenured clients value.

Eric Sapirstein

Eric Sapirstein founded ENS Resources in 1986 after holding leadership positions at the U.S. Environmental Protection Agency and Washington-based consulting firms. For nearly four decades, his firm has focused on legislative and regulatory affairs consulting for local and regional governments and national organizations serving the public interest. He brings deep expertise in federal water policy advocacy and strategic consulting, and remains directly involved in client work.

Executive Vice President

Sarah Sapirstein

Sarah Sapirstein serves as Executive Vice President of ENS and manages client priorities across water quality, infrastructure assistance, environment and public health, cybersecurity and resiliency policies and programs. She plays a central role in day-to-day client management and developing and executing client-specific federal policy strategy.

David French, ENS Resources
Senior Vice President

David R. French

David R. French serves as Senior Vice President. In this role, he works closely with clients to develop and implement strategies for legislative and regulatory programs and policy initiatives. His background spans water resources alongside transportation, economic development, infrastructure, homeland security, criminal justice, rural governance, and land use.

Roger Cockrell

Roger Cockrell serves as Senior Vice President of ENS, bringing federal service in the United States Senate, including work on the Energy and Water Development Appropriations Subcommittee as a subject matter expert for water resource issues. His Senate and appropriations experience is an asset for clients navigating the federal legislative process.
