The Challenge
The Problem
Water recycling was an emerging issue of opportunity, but public trust was in question. WateReuse needed federal assistance to advance the science and technical understanding of water recycling to improve public acceptance.
Our Approach
What ENS Did
- ✓ Developed and submitted a programmatic funding request to the House and Senate Appropriations Subcommittee
- ✓ Obtained bipartisan congressional support for the request
- ✓ Prepared written justifications, one-pagers, and technical materials demonstrating need and impact
- ✓ Coordinated with the relevant federal agency on program guidance and eligibility requirements
- ✓ Tracked the request through committee markup, floor action, and conference to final enactment
The Outcome
The Result
WateReuse obtained $20 million in multi-year federal appropriations from the U.S. Bureau of Reclamation, expanding the science and technical underpinning of water recycling's value and safety and increasing public understanding and acceptance.
