Unlocking Federal Cost-Share: An Early Section 219 Authorization
ENS developed a strategy that culminated in the enactment of one of the first Section 219 Environmental Infrastructure authorizations under the Water Resources Development Act, establishing federal cost-share for a client's water and wastewater infrastructure.
The Problem
Water and wastewater infrastructure projects often need federal cost-share to move forward, but the funding mechanisms must be authorized before a project can tap them. The client needed a federal authorization to unlock cost-share for its environmental infrastructure under a Water Resources Development Act (WRDA) program that was still new and largely untested.
What ENS Did
- ✓ Worked with congressional committees and agency staff to build the case for authorization
- ✓ Developed the technical and legislative justification tying the project to WRDA's Section 219 Environmental Infrastructure program
- ✓ Client obtained one of the first Section 219 Environmental Infrastructure authorizations under WRDA
