Tackling Nutrient Pollution in Coastal Water

From a persistent water quality threat to a funded federal project, ENS worked to support the authorization and construction of an innovative nutrient removal project designed and built.

The Challenge

The Problem

Excess nutrients were degrading coastal waters, fueling algal blooms and putting fisheries, habitat, and the coastal economy at risk. Conventional treatment could not keep pace, and no federal authorization existed to plan, design, or build an innovative nutrient removal project at the scale needed.

Our Approach

What ENS Did

  • Made the case to Congress for a new authorization to develop an innovative nutrient removal project
  • Assisted in drafting the authorizing language and shaping its scope
  • Obtained bipartisan support to move the authorization through the legislative process
  • Assisted establishment of a federal partnership with the U.S. Army Corps of Engineers to plan, design, and construct the project
  • Served as the lead point of contact between the client, congressional staff, and the Corps
The Outcome

The Result

Congress authorized the project and the Army Corps became the federal partner to plan, design, and build it — a durable, federally backed solution to reduce the nutrient loading that threatens coastal water quality and natural resources.
