Eric Sapirstein
Founder & President
After leadership positions at the U.S. Environmental Protection Agency (EPA) and Washington-based consulting firms, Eric Sapirstein founded ENS Resources, Inc., in 1986. For more than 20 years, his firm has focused on legislative and regulatory affairs consulting for local and regional governments as well as national organizations that serve the public’s interests.
David R. French
Senior Vice President
David R. French joined ENS Resources, Inc., in 2000. As a Senior Vice President, he works closely with clients to develop and implement strategies for legislative and regulatory programs and policy initiatives related to transportation, economic development, infrastructure, homeland security, criminal justice, rural governance, land use, and water resources.
Sarah Sapirstein
Executive Vice President
Ms. Sapirstein serves as Executive Vice President of ENS. In this role, she manages client priorities on water quality, infrastructure assistance, environment and public health, land use, and resiliency policies and programs.
Roger Cockrell
Senior Vice President
Roger Cockrell serves as a senior advisor to ENS. He joined ENS after retiring from the United States Senate where he completed thirty-five years of federal service. In February 2000, Mr. Roger Cockrell was selected to serve as a detailee to the Democratic staff of the Senate Energy and Water Development Appropriations Subcommittee as the subject matter expert for water resource issues.
