David French joined ENS Resources, Inc., in 2000. As a Senior Associate, he works closely with clients to develop and implement strategies for legislative and regulatory programs and policy initiatives related to transportation, economic development, infrastructure, victims of crime, rural governance, land use, and water resources. Clients include cities and counties as well as local and national organizations. For his client Amador County, California, Mr. French has worked with the county and Congressional delegation to secure $1.2 million for local transportation priorities. In addition, he is working with the county to support the establishment of a community college and strengthen community literacy and library programs.
Before joining ENS, Mr. French spent more than 15 years working on behalf of California communities. He served as the Director of Governmental Affairs for the California Regional Council of Counties (RCRC), where he directed the organization’s lobbying efforts and policy development process. Mr. French represented rural county governments before the California legislature, administrative agencies, and the federal government. He also served as the Deputy Director of Intergovernmental Affairs and Rural Affairs Liaison for California Governor Pete Wilson as well as Professional Staff to California State Senator Tim Leslie.
Mr. French has been involved with Mothers Against Drunk Driving (MADD) since 1983. He served as the Public Policy Chair for California MADD, President of the Sacramento/Placer MADD Chapter, as a member of the MADD National Public Policy Committee, and was a founding member of the California Friday Night Live Foundation. Additionally, as MADD’s federal lobbyist, Mr. French has helped secure more than $14 million in federal funds for victim assistance programs and education programs.
Mr. French holds a Bachelor’s Degree in Criminal Justice from California State University, Sacramento, and an Associate’s Degree in Administration of Justice from Santa Rosa (CA) Junior College.
